01. THE INITIATIVE & THE BOOK
Empower25 is a Philly-based advocacy engine dedicated to dismantling the School-to-Prison Pipeline. We provide curriculum, legal advocacy, and community resources to ensure that Black and Brown youth in redlined districts are seen as students, not suspects.
The 2027 Manifesto is our tactical roadmap. It is a curriculum designed to be implemented in Philadelphia schools to teach youth about systemic architecture, legal rights, and self-advocacy before they ever encounter the carceral system.

02. RESOURCES & NAVIGATION
We recommend visiting our Resource Hub immediately. We list links to the Education Law Center and Community Legal Services (CLS), who specialize in protecting student rights in Philadelphia.
Check the Grants & Funding section of our Resources page. We’ve curated links to the Philadelphia Foundation, DonorsChoose, and national databases like Grants.gov to help you secure the funding your initiatives need.
Empower25 is an advocacy and educational initiative. While we do not provide direct financial aid or housing, we have vetted and listed organizations like Project HOME and Valley Youth House on our resources page for those in need of emergency support.
03. PARTNERSHIP & INVOLVEMENT
Anyone can volunteer. Whether you are local to Philly or supporting us from afar, there are ways to contribute. You can help as a Cultural Amplifier by sharing our data or as a Literacy Agent by getting our book into your local library. Check our Beyond Giving page for more ways to help.
